Are Reviews the Silver Bullits?

At the 4th World Congress for Software Quality, 2008 in Bethesda, USA, Capers Jones has once again shown on the basis of data from 13,000 projects in 650 companies  that reviews (peer reviews, inspections, walkthrough) are the best measures to increase productivity in software development projects. A quantitative confirmation of what I experience since the 80s in my professional practice.
